Jessica Garcia, Federal Programs Director and Civil Rights Coordinator

Jessica has been a dedicated member of the Brewster School District, serving in various roles that highlight her versatility and commitment. She began her career with our schools as an elementary secretary, she then took on the role of Migrant Bilingual Coordinator, where she made a significant impact for students and staff. Now, as the Federal Programs Director, Jessica continues to wear many hats, bringing her extensive experience, and passion for supporting students, staff and parents to her leadership in our federal programs department.

Jessica has received comprehensive training as a Civil Rights Coordinator, ensuring she is well-prepared to fulfill her responsibilities under both federal and state law. Her training includes Chapter 392-190 WAC, focused on nondiscrimination and civil rights in public schools, as well as Gender-Inclusive Schools training, which includes OSPI's programs on harassment, intimidation, and bullying (HIB). Additionally, Jessica has completed Title IX training, equipping her with the knowledge to effectively address and manage issues related to gender equality in education. Her dedication to staying informed and compliant in these areas reflects her commitment to fostering a safe and inclusive environment for all students in the Brewster School District. Title IX Coordinator has completed training on responding to sexual harassment under state and federal law by reviewing OSPI’s Title IX training modules 1-4 on 3/26/25 and 4/2/25.  Title IX Coordinator presented the PowerPoint, “Protecting Students from Discrimination and Eliminating Bias in Washington Public Schools” to staff on 4/7/25 and 4/14/25 as well as Title IX training module 1. Records of participants kept on file at with the Title IX Coordinator.
